2. Amazon, Mercado Libre Face Shutdown Risk in Brazil
Brazil’s telecom agency, Anatel, is cracking down on the mobile gray market, threatening to shut down Amazon and Mercado Libre websites, per foreign media. IDC estimates gray market devices—unapproved by Anatel—comprise 13% of Brazil’s mobile sales, evading taxes and posing safety risks. Anatel claims platforms facilitate unverified phone sales, fueling illegal market growth. Both companies argue they’re merely intermediaries, not directly responsible. Legal action could block their sites, impacting Brazil’s e-commerce landscape.
3. U.S. to Apply Lower Tariffs on Chinese Non-Strategic Goods
U.S. Treasury Secretary Scott Bessent stated the U.S. seeks market openness and trade balance with China, not decoupling. Non-strategic goods will face “lower” tariffs, supporting U.S. small businesses reliant on Chinese products. Rising costs and tariff uncertainty challenge these firms, forcing price hikes that consumers bear. Despite Trump administration skepticism, Bessent emphasized continued trade at reduced tariff levels for small business goods.
4. Thailand Proposes Law to Curb Shopee, Lazada, Boost Local E-commerce
On May 20, Thailand’s Senate Commerce Committee proposed the Platform Economy Bill to counter foreign e-commerce dominance by platforms like Shopee and Lazada, per Chuhai.com. Measures include separate registrations for online/offline businesses, five-year tax exemptions for local platforms, a 15% online VAT (vs. 7% offline), and mandating 20% Thai-made goods. Targeting a 1.8 trillion THB market flooded with over 100 million Chinese goods in 2024, the bill aims to combat counterfeits, tax evasion, and empower local SMEs.
5. Shopee Philippines Announces Commission and Shipping Fee Adjustments for Cross-Border Direct Mail Stores
Shopee announced that, effective June 1, 2025 (Beijing time), Philippines cross-border direct mail stores will face updated fees: an 11% commission rate (including tax) and a 5.60% shipping fee rate (including tax). Mall sellers retain the 4.48% rate. These apply to orders from June 1, 2025, for direct mail stores only. Other warehouse store adjustments are in separate notices.
